From the Speeches of his Majesty in the foreign policy
Our foreign policy is based on certain fundamental principles which we have not deviated from since the dawn of the Blessed Renaissance. These principles spring from our conviction that one should strive towards the goals which bring benefits and peace for all, that one should support just causes at international gatherings, and that one should strengthen the ties of co-operation with our brothers in the Arab and Islamic states and our friends throughout the world. Here we should like to refer to the special nature of our relations with the Gulf Co-operation Council states.

As we always adhere to our values and principles in formulating and implementing our domestic policies, we do not deviate from those which we have followed in our foreign relations. Our standpoints are derived from our sincere convictions that truly express our attitude, clear vision and realism in dealing with all regional and international problems.
If the world appears to be unable to free itself from disputes and problems because of conflicting interests, we firmly believe that the answer lies in the building of confidence between peoples, the consolidation of ties of friendship between countries, and joint efforts to achieve their mutual interests, respect for international legitimacy and adherence to treaties and laws. All this would result in constructive co-operation and in security, peace, and prosperity prevailing.
From this rostrum, we express our wishes to the world, its peoples and its countries to live together in harmony, and economic and political stability. We call upon its leaders to make greater efforts to encourage the development of such contacts, to strengthen and consolidate these ties, to create a world of concord, so that all may enjoy justice and peace.

The untiring endeavors of the Co-operation Council States can be seen in many areas, as well as their combined, ceaseless efforts to ensure that our region remains at a safe distance from the tensions and conflicts taking place in the international arena, and their determination to protect our region from the damaging consequences of such tensions and conflicts. All these efforts deserve praise and appreciation.
The facts themselves demonstrate that the proper foundations of security stability and prosperity can most fruitfully be laid through the pursuit of a policy moderation in international relations and total credibility in one's dealings with others.
It has also been established that total co-operation between the States of the region in defense, security and the economic, social and cultural fields (in a manner consistent with the specific circumstances of each State) is not just a desire, but an absolute necessity and an inescapable duty. Without this co-operation we shall never be able to achieve our goals, and it is up to us to strive steadfastly to overcome any obstacles that threaten to prevent or impede us from achieving the goals.

We have always adopted in our foreign policy, fundamental and unshakable principles, good neighborliness, non-interference in other countries' internal affairs, the respect for international law, the support of co-operation among states and encouragement of opportunities of dialogue. This demonstrates our belief that disputes must be solved in a spirit of understanding and civilized conduct for better and lasting results. We spare no effort or resources to serve the cause of peace at all regional and international levels. We commit ourselves to stand with clarity, frankness, objectivity and rational conduct. This policy has helped us to establish positive relations with all the countries and peoples of the globe. These relations help our efforts for the stability of our region and the spread of the spirit of brotherhood, friendship and constructive co-operation among its peoples. We work in this spirit to contain any emergent difficulties which threaten this goal.
We continue, with our brothers, leaders of the AGCC, to avoid all that could undermine the region's stability and security. At the same time we are working collectively to support our joint march to achieve prosperity and progress for our peoples.
In spite of many positive developments, the international scene these days’ witnesses tension in different places. This could produce negative consequences on the economies of the countries of the world. Those internecine and sectarian struggles distance the human conscience and bring into question the credibility of the new world order. It is a cause of sorrow to see the Muslims in some parts of the world are the majority of those who are the victims of these massacres. These instances of inhuman behaviors are being committed without any concern for religious scruples or considerations of conscience. We call upon the states and civilized peoples of the world for their intervention, without delay, to put an end to these sad events, to which the minorities in the world are exposed, day after day.
The lack of positive measures which could restore justice and the rule of law can open the door for evils which no one can predict. The provision of food alone cannot put an end to the suffering of the old, the children and helpless women. The destruction caused by these wars can only be stopped by serious and collective efforts.

The clear and objective policy we adopted from the beginning in the conduct of our foreign affairs has been effectively successful in establishing positive relations with other states and peoples. We wish sincerely to develop such relations in the service of our joint aims and interests, and to contribute to peace and stability both regionally and internationally.
Today, we re-affirm the continuity of our policy which stands on the belief and principle of peaceful coexistence between all nations and states, mutual respect for national sovereignty, good neighborliness and non-interference in others' internal affairs.
We will always work according to these principles and extend the hand of friendship and co-operation to all. We are also determined to play a constructive role in the international arena and to call continuously for the solution of all causes and problems between states by peaceful means. Thus we re-affirm the necessity to reach a peaceful settlement to the Gulf crisis, based on the international resolutions and to return the State of Kuwait to its legal authority.
As we continue our efforts and consultations on the current development with the leaders of brotherly and friendly states, we wish to express our appreciation for the positive role carried out by our brother, the Custodian of the Two Holy Mosques, King Fahd bin Abdul Aziz in this respect. We look forward to the day when all these efforts will bring about a peaceful settlement of the crisis, so the peoples of the region may once again direct their resources toward construction And development in a climate of brotherliness, harmony and mutual confidence Thus returning security and stability to the region and avoiding the dangers of war and destruction.

I am happy to be speaking to you tonight on this auspicious occasion - the occasion of our fifth National Day celebrations, the anniversary of the time where we emerged from our past and entered a new historical era. I should now like to talk to you about our Foreign Ministry's achievements, in order to give you an idea about our foreign policy and our international relations.
We all know about the prevailing conditions prior to 1970, and we all know where we are today in November 1975, as we celebrate the fact that it is now five years later and review the great historical transformation that has taken place in this ancient land, We have already summarized for you what has been achieved at home.
With regard to international relations, I am delighted to say that Oman today belongs to most international organizations and takes part in most international conferences, whether they are under the auspices of the United Nations or its specialized agencies, or under the auspices of Arab, Islamic or other international organizations. I personally have visited Arab and friendly states and the conferences I have attended in the name of Oman have demonstrated that we are an effective presence in this part of the world.
We belong to the family of nations and our policy is very clear; to devote on the one hand in the development of the country and to play on the other hand an active and positive role in world affairs.

In our high esteem for our friendship with the international family, we also reaffirm our firm intentions to continue to perform our full role on the international scene, according to the principles we have always adopted. We shall strive faithfully for friendship and co-operation, and support all just causes of the peoples of the world. In the field of brotherly Arab solidarity we welcome and support the wise statesmanship of His Majesty King Hussein of Jordan which he displayed by restoring his country's ties with Egypt - an act of the greatest significance to our collective aims. We continue to urge our brother Arab leaders to take this path. It has been proved throughout history that Egypt is a cornerstone of the Arab structure, which has never failed in its defense of the Arab and Islamic causes. We call on all Arab leaders to throw their differences aside. We look forward to a new path which will bring glory and unity to the Arab nation.

On our foreign policy, we have announced the lines of this policy on various occasions. We are part of the Arab nation and are linked to the unity of its aim and destiny. Our attitude on Arab issues is frank and clear without any ambiguity . We have declared our solidarity with our Arab brothers, and the people of Oman have showed a genuine spirit in standing against Zionist aggression and in supporting the Arab right in restoring all Arab territories which the enemy has occupied by force, treachery and terrorism. We shall always support the Arab right with blood and money and back it with all our energy with God's support.
Oman continues in its efforts and heroic activities in the world community and contributes its share in resolving international problems and issues to prove its presence as a member of the United Nations and to expand its strong desire for maintaining peace and stability between the various countries of the world and the establishment of friendly and mutual relations with every country which extends a hand of friendship to us on the basis of mutual respect.
We have paid several visits to our brothers in the Arab countries to strengthen brotherly ties and exchange view points with them on the issues which concern us all We also attended the conference which was held in Algeria last September and have participated in its debates and recommendations. We drew the guidelines of our country's policy based on the principles of non-interference in the affairs of others and in the rejection of any interference in the affairs of our country, the setting up of relations based on friendship and co-operation with all peace-loving countries, and supporting the struggle of our peoples in their endeavors to obtain freedom and independence.

Oman has joined the Arab League and the United Nations Organization and our relations with Arab and foreign countries have expanded. The Ministry of Foreign Affairs has organized its administrative cadre and the political department comprises the Arab States, the Arab League section, a Section for Asian and African Affairs division and a Section consisting of Europe, North America and Latin American states.
This year the Foreign Ministry opened seven diplomatic missions in Kuwait, Tunisia, Cairo, London, New York, Iran and India, and the following countries have opened embassies in Muscat: United Kingdom, India, Pakistan, Iran, Jordan, USA, Egypt and Saudi Arabia. Diplomatic representation has also been announced between Oman and Italy, Japan and West Germany.
